Electronic waybills (ETrN) for carriers
From 1 September 2026, transport documents in Russia are electronic. The no-penalty period lasts until 1 March 2027.
What changed on 1 September 2026
From 1 September 2026, transport documents are being moved to electronic form — except where the law allows paper. Until 1 March 2027 there is a no-penalty period: paper documents are not fined (according to the Russian Ministry of Transport). This is not a postponement — it is better to start the transition early.
